College of Information Science and Engineering Professor Tetsutaro Uehara delivers lecture at Vietnam’s Ministry of Public Security
On August 25, 2025, Professor Tetsutaro Uehara from the College of Information Science and Engineering, who specializes in cybersecurity, gave a lecture entitled "Initiatives Following the Enactment of the Active Cyber Defense Law in Japan" to members of the Ministry of Public Security and People's Security Academy (National Police Academy) in Hanoi, Vietnam.
Professor Uehara serves as an advisor to the Wakayama Prefectural Police, Kyoto Prefectural Police, and Shiga Prefectural Police on cybercrime countermeasures. For these contributions, he was awarded the Police Cooperation Medal, the highest honor for a civilian, by the National Police Agency in 2023. As crimes in cyberspace are becoming increasingly global and complex, cybersecurity has become an urgent issue in Vietnam as well. In his lecture, Professor Uehara touched on the incidents that led to the adoption of cybersecurity measures in Japan, and he explained the active cyber defense that is currently being implemented in Japan. The audience, which included Colonel Nguyen Van Thiet, Deputy Director of the People's Security Academy, senior officials from the Ministry of Public Security, and approximately 280 police academy students, listened attentively to the lecture. Officials from the Embassy of Japan in Vietnam were also in attendance.
This initiative was realized after the Hanoi-based Ritsumeikan University ASEAN Office and the Embassy of Japan in Vietnam jointly proposed the idea to Vietnam’s Ministry of Public Security in response to the needs of the country. Tapping into the research capabilities of Ritsumeikan, the ASEAN Office will continue to engage in these kinds of international cooperation initiatives in Asian countries.
