Delegation led by Ukraine’s Deputy Minister of Education and Science visits Ritsumeikan OIC, tours campus facilities, and discusses international educational exchange

On Wednesday, August 6, 2025, a delegation led by the Deputy Minister of Education and Science of Ukraine visited Ritsumeikan University’s Osaka Ibaraki Campus (OIC), where they joined President Yoshio Nakatani and other officials from Ritsumeikan for a discussion meeting. The visit was the result of the interest expressed by the delegation in Ritsumeikan University's advanced educational environment, as approximately 100 people from Ukraine, including private sector representatives, are currently visiting Japan to participate in Expo 2025 Osaka, Kansai.

Mr. Dmytro Zavgorodnii, Deputy Minister (Digital Transformation & TVET), and Ms. Olena Darmostuk, Deputy Director of the Partnership Cooperation Office, from the Ministry of Education and Science of Ukraine visited OIC, where they met with Ritsumeikan University President Yoshio Nakatani, Vice President Shigeru Takayama, and Vice President Sachio Nakato.

The group toured the remote education facilities and state-of-the-art equipment primarily housed in Building H, which was completed in April 2024.

During the meeting, the two sides discussed human resources development for postwar reconstruction and the ideal role of university education. For Ritsumeikan University as well, it was an invaluable opportunity to explore possibilities for cooperation as an educational institution that would like to contribute to the cultivation of human resources for the future of Ukraine. Mr. Zavgorodnii said, “In terms of postwar reconstruction, it will be very important to consider the kinds of educational opportunities we can provide those citizens who have sought refuge outside of Ukraine, so this was a good opportunity to examine an educational environment that uses digital technology, including online tools." Next, President Nakatani stated, "The Ritsumeikan Academy upholds a major policy of peace, democracy, and non-violence, so we would like to cooperate in any way possible.”

As stated in the R2030 Academy Vision, the Ritsumeikan Academy, looking out to the year 2030, aims to create new knowledge and value through collaboration with the international community and to contribute to the development of human society. As one effort to embody this philosophy, this visit afforded the university with an invaluable opportunity to expand the possibilities for international collaboration in education, research, and human resources development. Going forward, Ritsumeikan will continue pursuing international education and research, and it will contribute to realizing a society built on coexistence and co-creation.
