The program examined the possibility that Hyogo Prefecture could be designated as a municipality under the Early Fiscal Soundness Framework within the next four years due to its worsening financial condition. Professor Mori explained how a fiscal crisis at the prefectural level could affect residents' daily lives, including the potential reduction of public services, such as prefectural high schools, welfare programs, and other government projects.
Professor Mori also emphasized that a fiscal crisis should not be viewed solely as a negative development, commenting:
"Rather than seeing the fiscal crisis only as a problem, this should be taken as an opportunity to fundamentally review the prefecture's fiscal structure and redirect public spending toward what matters most to the people of Hyogo."
