Measures to be Enacted based on the State of Emergency Declared by the Government

On April 7, 2020, the Prime Minister declared a state of emergency based on the Act on Special Measures for Pandemic Influenza and New Infectious Diseases Preparedness and Response. The details are outlined below.

  1. Target regions: Tokyo Metropolitan Government, Kanagawa Prefecture, Saitama Prefecture, Chiba Prefecture, Osaka Prefecture, Hyogo Prefecture, Fukuoka Prefecture
  2. Period: April 7, 2020 - May 6, 2020
  3. Details of main requests: Governor of Osaka Prefecture has issued the following requests.
    (1)Period: April 7, 2020 - May 6, 2020
    (2)Main requests:
       ・Refrain from going outside
       ・Refrain from holding events

Given this, the Ritsumeikan Trust has decided to take the following measures to protect the lives, safety, and health of its students, faculty and staff and to fulfill its social responsibility to prevent the spread of infection.

1. Period

April 8, 2020 - May 6, 2020
* If the period of the stay-at-home request based on the state of emergency concludes without being extended or the state of emergency is lifted, the following measures will also be lifted.

2. Details of measures

(1)Prohibiting entry to the campuses
○ Because undergraduate and graduate students (hereinafter, “students”) of Ritsumeikan University commute from a wide area, even if a campus is not located in one of the areas subject to the state of emergency declaration, students will be prohibited from entering all campuses of Ritsumeikan University. Please note that students will not be allowed to enter the campuses for self-directed academic/research activities and extracurricular activities as well.
○ During this time, all classes, including web-based classes, will be canceled regardless of format because it will be difficult to provide a proper learning environment and class support over the internet. We will prepare to resume web-based classes on May 7 after the period set for this state of emergency concludes. We will issue a notice on the homepage once we officially decided to resume classes.

(2)Stay-at-home request for students and request to cancel or postpone all activities
〇Students are asked to cancel or postpone all extracurricular activities, self-directed academic/research activities, and other events and ceremonies that require leaving one’s home or meeting face-to-face regardless of whether they are to be held on or off campus. (No restrictions will apply to online activities.)
〇Everyone is also asked to refrain from participating in private parties and other events or otherwise leaving their homes for nonessential and non-urgent matters. We will not ask students to refrain from job hunting and part-time work across-the-board, but if it is absolutely necessary to carry out these activities, as we have already requested, students should avoid the “Three Cs” (i.e., closed spaces, crowded places, and close-contact settings) and thoroughly adhere to measures to prevent infection, including hand washing and cough etiquette.

(3)Temporary closure of the affiliated schools in Kyoto and Shiga Prefectures
○ Although the affiliated schools located in Kyoto and Shiga Prefectures (Ritsumeikan Primary School, Ritsumeikan Junior and Senior High School, Ritsumeikan Uji Junior and Senior High School, and Ritsumeikan Moriyama Junior and Senior High School) are not located in the areas subject to the state of emergency declaration, we will temporarily close these schools because our students commute from a wide area.
Details will be announced by each school and uploaded to each school’s homepage.

(4)Faculty and staff work
○ As a rule, faculty and staff shall work from home or remain at home.
・Regarding staff, we will maintain the minimum staffing framework for security, maintenance, and administration.
・We apologize for the inconvenience this may cause to our students and their guardians, and we kindly request your understanding.

(5)Temporary closure of the Tokyo Campus and Osaka Umeda Campus
○ We will close the Tokyo Campus and Osaka Umeda Campus for the period in question.

3. Ritsumeikan Asia Pacific University and Ritsumeikan Keisho Junior and Senior High School

○ Because their campuses are not located within the prefectures subject to the state of emergency, Ritsumeikan Asia Pacific University and Ritsumeikan Keisho Junior and Senior High School will continue enacting measures based on their respective policies. However, the need to alter their response will be considered if neighboring prefectures fall under the state of emergency.

4. Other

○ These measures are subject to change in the event that the national or local governments change their requests or add more requests. Please check the homepage regularly.
