【Report】 The 86th AJI Frontier Seminar was held! Dr. Nadejda GADJEVA presented “Disinformation as a Global Risk: Challenges and Approaches from the European Union and Japan.”

The 86th AJI Frontier Seminar was held online on Tuesday, February 10, 2026. Dr. Nadejda Gadjeva, a Senior Researcher at Kinugasa Research Organization, Ritsumeikan University, Japan, gave a presentation entitled “Disinformation as a Global Risk: Challenges and Approaches from the European Union and Japan.”

Dr. Gadjeva began with a concise overview of the concept of disinformation, outlining its key actors, instruments, and tactics, as well as the motivations behind its dissemination. Drawing on the German sociologist Ulrich Beck’s Risk Society theory, she framed disinformation as a global risk and discussed the serious threats it poses. In particular, Dr. Gadjeva addressed the impact of disinformation on democracy and fundamental human rights, including the rights to freedom of expression and privacy, as well as rights related to education, health, and participation in cultural and social life. She further emphasized the increasing digital violence, repression, and societal polarization caused by disinformation in the contemporary world.

Focusing on the European Union (EU) and Japan as case studies, Dr. Gadjeva presented the strategies adopted by both regions to counter disinformation and discussed future challenges and limitations they face in addressing this phenomenon. She highlighted, among other issues, the need for the EU to strengthen the human-rights dimension of its counter-disinformation activities beyond its territory, as well as the importance for Japan of expanding its public diplomacy efforts and international cooperation in this field. In conclusion, Dr. Gadjeva provided specific recommendations for further strengthening EU and Japanese policies against disinformation.

During the Q&A section, participants primarily addressed the urgency of the disinformation issue in contemporary society. The proliferation of generative AI has exacerbated the spread of disinformation in cyberspace, increasing the potential for major powers to influence the political and economic affairs of other nations. Amid various challenges in the digital domain, participants engaged in a lively discussion and emphasized the importance of identifying the diverse forms of disinformation and developing tailored countermeasures for each issue.

From her position as a member of JAKIM, Professor Sahila gave a comprehensive description of all aspects of the Halal industry. She began by listing the wide scope of Malaysian Halal Certification schemes from food products and beverages through cosmetics slaughtering, logistics, consumable goods and medical products. She explained that halal rulings are taken from Quran and Hadith and applied through scholarly opinions which in Malaysia are according to the Shafi school. She emphasized that as well as being halal by definition, food must be from a Halal source, safe to eat, hygienic and nutritious.
